The author considers the historical traditions of American public administration, challenges facing it, and the conflict between what it has to do and its capacity to do so. He examines why theory and practices have failed to connect with the problems of public administration and discusses the fundamental traditions and transformations that have occurred and their implications. It describes the four public administration traditions in American history; the transformation that occurred at the end of the 20th century and how it undermined the sense of boundaries in the field; approaches to the problem of balancing the instinct to create boundaries with the need to pursue the broad social goals of institutions; possible solutions to dealing with the challenges of devolution, globalization, and how government administration is organized; and strategies for transforming governance.
